User controls can be provided in two ways:

The user control is deployed to the 16 hive (\TEMPLATE\LAYOUTS) and registered within the MatchPoint configuration file using the SolutionPaths property.
The user control is specified within a UserControlConfiguration. In this case, the configuration file name determines the namespace for the user control.
